Nie jestem pewien, czy tego chcesz, ale systemsettings5w KDE Mouse wheel scrolls bypole tekstowe jest mierzone w wierszach. Założę się, że inne DE mają podobną opcję.

W skrócie,

nie ma obecnie interfejsu API do zmiany prędkości przewijania dla urządzeń libinput

więc do rozwiązania tego problemu należy użyć innych metod.
